Answer:
Beware of "body shops" who solicit insurance referrals by offering discounted labor rates and the use of aftermarket (non-original) parts. These shops may have only minimal generic equipment and training is not always required. Beware of insurance companies who try to steer you to repair shops that consider the insurance company their customer. Your insurance premium is based in what you are driving. How can you make an accurate cost estimate on collision damage?

Answer:
By removing parts that may be hiding damage. Plastic "bumper" covers often hide body damage. Even when crash damage is disassembled, the estimate is still an estimate. A guarenteed up front price might mean that something is not going to be fixed. Not much gets done for free. Highest quality repairs for an average price is a little bit like the proverbial free lunch.
